

Before becoming the 8th Executive Director of the ASEANAPOL Secretariat, Colonel Vinluan built an impressive career within the PNP. He served as Chief of the Policies, Plans, and Programs Division at the Directorate for Research and Development, where he played a vital role in shaping strategies to enhance police logistics.
His leadership extended to key roles such as Assistant Secretary to the Directorial Staff at the PNP National Headquarters and Acting Chief of the UN Peacekeeping Operations Centre, showcasing his expertise in both domestic and international law enforcement coordination. He is also a certified instructor of the U.S. Department of Justice’s International Criminal Investigative Training Assistance Program (US DOJ ICITAP), further demonstrating his dedication to advancing law enforcement practices.
Colonel Vinluan has held critical operational positions, including Chief of the Luzon Field Unit and Administrative and Resource Management Division of the PNP Anti-Cybercrime Group, as well as Chief of Operations and Commander of three police precincts in Olongapo City. Earlier in his career, he was the Chief of Police of Suyo Municipal Police Station and a Platoon Leader in the Olongapo City Mobile Group.
These roles highlight his broad experience in combating cybercrime, managing tactical operations, and leading peacekeeping efforts, making him well-equipped to foster regional cooperation and security in his current role at ASEANAPOL.
