Dubai, UAE – 15 May 2025 – On the final morning of the World Police Summit 2025, policing leaders and technology experts converged to explore how artificial intelligence, ethical leadership, and international collaboration are redefining the global law enforcement landscape.

In a headline session, H.E. Major General Khalid Nasser Alrazooqi, General Director of the Artificial Intelligence Department at Dubai Police, unveiled the force’s new Digital Transformation Strategy—a future-ready blueprint integrating AI, smart platforms and cybersecurity to create a seamless and secure policing ecosystem. “Technology alone is not the answer,” he said. “What truly matters is how we apply it—ethically, purposely, and in the service of building safer, more connected communities.”

Addressing a packed auditorium, Philip Tejera, Section Chief at the FBI, USA, underscored the enduring power of principled leadership in complex policing environments. “You have to be intentional in investing in people and time. As we navigate advancements in technology, it’s vital to understand when to trust algorithms—and when to lean on human judgement,” he said.

Cathy Lanier, former Chief of Police in Washington, DC and current Head of Security for the NFL, delivered an impassioned address on resilience and inclusion. Reflecting on her own career path, she noted: “If you don’t believe you belong at the table, go out and earn your seat. Get the training, gain international exposure, and claim your place.”

Meanwhile, the session International Experiences and Successes in Evidence-Based Road Policing brought together experts from New Zealand, Kenya and the Czech Republic to share how data-driven strategies are transforming traffic enforcement outcomes worldwide. “It’s through global forums like this that we exchange strategies that save lives,” said Superintendent Steve Greally, Director of Road Policing at New Zealand Police. Captain Jana Pelešková, Chair of ROADPOL’s Operational Working Group, highlighted the importance of regional coordination: “Collaboration allows for road safety solutions that can be scaled far beyond national borders.”

The morning reaffirmed the Summit’s central theme: that policing in the modern age requires not only cutting-edge technologies, but also strong values, visionary leadership, and global partnerships.

Held under the patronage of His Highness Sheikh Mohammed bin Rashid Al Maktoum, and organised by Dubai Police in partnership with DXB LIVE, the World Police Summit 2025 continues through today, featuring over 300 expert speakers from 110+ countries.
